Welcome to the Heat Pump Purchase Program (HP3) at Oregon Department of Energy 

The Oregon Department of Energy has received a grant of $24 million to help fund the purchase of heat pumps in Oregon residences. The grant is funded through the U.S. Environmental Protection Agency's Climate Pollution Reduction Grant, enabled by the Inflation Reduction Act. With this grant, ODOE will provide incentives of $2,000 for heat pumps purchased for homes in Oregon. The Heat Pump Purchase Program (HP3) will begin accepting new incentive applications in the Spring of 2025.

If you receive a message "you don't have the appropriate permissions", please contact us using one of the methods under need support below. Registered contractors submit an application to receive incentives. Your application progress will save each time you click the 'Next' button in the application. If you click 'Previous' or leave the page before clicking 'Next' your progress on that page will be lost. You can leave the page and return later to your saved application by again selecting "Complete an incentive application"

You must receive an email stating that you have been approved to access the incentive application.

The HP3 application will require your W-9, and if you have had any OSHA violations in the last two years, you will also need to provide documentation of good standing with OSHA. Please note: You cannot save and return to your application later. If you close your browser, you will need to restart your application when you return.

To apply for an incentive reservation, Click on “Create a Reservation” below. Please note incentive reservations are optional.

To apply for an incentive application, Click on “Create a new incentive application.” Please note that your application progress will save each time you click the 'Next' button while completing an application.

In addition to the other invoice requirements defined in the HP3 Program Policies, Invoices must contain the following text, and be signed by both the customer and the installing contractor: “This invoice documents rebate(s) issued through the Heat Pump Purchase Program, funds provided by from Section 60114 of the 2022 Inflation Reduction Act. This invoice serves as sufficient documentation for accounting records and no further reporting is required of the program beneficiary. The installing contractor and customer agree that incentive amount on this invoice is a rebate for the heat pump(s) included herein and purchased by the customer, who has title to the equipment. Costs associated with the equipment are based on market rates that are consistently applied regardless of funding source.”

The beneficiary (homeowner, building owner or developer) of the HP3 incentive has not been excluded, disbarred, or disqualified from receiving federal payments.
