EO 25-29 – Barriers to Large-Scale Renewable Energy Projects Study and Siting and Permitting Large-Scale Electricity Infrastructure Study

The Oregon Department of Energy seeks public comments by 5 p.m. on Friday, March 20, 2026 to inform two reports it is developing pursuant to Executive Order 25-29. These are the Report on Reducing Barriers to Clean Energy Deployment and the Report on Siting and Permitting Large-Scale Electricity Infrastructure. ODOE must deliver these reports to the Governor’s Office by September 1, 2026.

Comments received will be publicly shared and will be used to inform one or both reports. ODOE encourages commenters to be as specific as possible in identifying concerns and recommendations. ODOE has drafted questions for commenters to consider. You are not required to answer every question; required questions are marked with an asterisk symbol (*). You may enter your name as “Anonymous” and your Zip/Postal Code as “00000” if you wish. ODOE is asking for this information to understand how well the agency is reaching interested persons across the entire state, but neither your name nor zip code is required for your comments to be considered.
